Tovah LaDier, Managing Director
Tovah LaDier is the Managing Director of IBIA. With her background as a corporate lawyer, lobbyist, and strategic consultant, Ms. LaDier has substantial experience nationally and internationally working with business, government, the academic and policy communities, and the media.

On behalf of IBIA, she develops policy and public education strategies, working closely with Congress and the Administration on all issues relating to the deployment of biometrics in homeland security programs, as well as commercial and consumer uses of biometrics. She also is the industry representative in national and international standards organizations on privacy and social issues, as well as a media spokesperson.

Ms. LaDier is a member of the District of Columbia Bar and received her Juris Doctor degree from the University of Washington School of Law where she studied in the Asia law program. She is a member of the National Committee on U.S. China Relations, United States Indonesia Society, and the Asia Society.


Max Bonici, Research Director
Max Bonici serves as Research Director of IBIA. Mr. Bonici oversees the daily preparation of the Biometric NewsTrack and assists in the Association’s management operations. In addition, he tracks and analyzes legislation related to the industry, oversees the preparation of communications materials for the membership and assists in the development of marketing materials.

He graduated, summa cum laude, with a degree in international affairs from The George Washington University’s Elliott School of International Affairs. He received the diplôme du Programme International, mention bien, from Sciences Po Paris and was inducted into Phi Beta Kappa in the spring of 2007. Mr. Bonici is senior research associate at Williams Mullen Strategies.
